This device is capable of analyzing data streams from the superior races and decrypting weakly encrypted ship blueprints.
When this item is activated on an NPC ship, you get the building rights for 3 corvettes of the corresponding race. If the item is activated on a settler ship, you will receive building rights for a randomly selected race.
From the creation of the item in teh auction, the buildingt rights are valid for 370 days (even if they are not used).
